For a B2B buyer, that distinction affects how a product is packaged, documented, handled, and quoted for freight — which is why it is worth understanding in plain language before you order. The reason certain products are regulated in transport comes down to their properties. Chemistries that are corrosive (strongly acidic or alkaline), flammable (some solvents), or otherwise hazardous in handling carry transport requirements designed to keep them safe in transit.
